In New Zealand, a Practical Completion Certificate (often called a PC Certificate or just "PC") is a formal document issued by the engineer, architect, or contract administrator (under standard NZS 3910:2013 or NZS 3916 conditions). It certifies that a construction project is complete enough for the client to take possession and use the works for their intended purpose, despite possible minor defects or incomplete finishing items.
