Introduction The National Security Personnel System (NSPS), specifically its foundational component outlined in NSPS 146 , represented one of the most ambitious and controversial overhauls of federal civilian personnel management since the Civil Service Reform Act of 1978. Implemented by the Department of Defense (DoD) under authority granted by the 2004 National Defense Authorization Act (NDAA), NSPS was designed to replace the decades-old General Schedule (GS) pay and classification system for approximately 720,000 DoD civilian employees.
