To gain influence, Cesar enters the underground lowrider circuit. He befriends a young, ambitious rapper named OG Loc (pre-prison, just a wannabe). Together, they attract the attention of a corrupt SFPD detective who wants a cut of everything. Cesar must balance loyalty to his crew, Catalina’s backstabbing schemes, and a budding romance with a sharp-minded woman named Kendl – who sees bigger things for him.

A major job for the Syndicate goes wrong. Catalina betrays Cesar, leaving him for dead in the desert. He’s rescued by a mysterious contact of The Truth , who points him toward Los Santos. There, Cesar discovers that the Syndicate is expanding into the drug trade with the help of Officer Tenpenny and C.R.A.S.H. – who are already on the take. Cesar’s goal shifts from survival to revenge: cripple the Syndicate before they take over the whole state.
